This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019

As a Program Analyst at the NH-0343-3 some of your typical work assignments may include:

Supports higher graded specialist who serve as planner, analyst, and advisor to agency management on acquisition planning, strategy and processes for elements of a major defense acquisition system.
Prepare, review, and document acquisition documents for internal and external communications to include prime contractors.
Assess, manage and eliminate risk related to product cost, schedule, and performance.
Assist technical experts to ensure program/project requirements are properly identified, and acquired in accordance with Agency and DoD acquisition regulations and policies.
Support higher graded specialist on all matters related to acquisition, program analysis, cost and schedule.
Assist with identifying and conducting special studies and analyses to determine acquisition approaches for MDA programs.

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Familiar with the acquisition of products and services supporting a major weapon system such as the Missile Defense System (MDS); understanding acquisition missions, guiding principles, values, and structures and application to system in the technical environment; utilized acquisition weapons systems and equipment or closely related systems and equipment development, procurement, and life-cycle management; applying qualitative and/or quantitative methods for the assessment and improvement of program effectiveness in order to develop and conduct technical and economic feasibility studies including cost, schedule and performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
