Here’s how it works:
In Ohio, students who are residents of any state except California, Connecticut, Georgia, Hawaii, Massachusetts, Minnesota, New Hampshire, New York or North Dakota can pay in-state tuition at any of Ohio’s public universities or community colleges. In addition to these states having reciprocity with Kentucky (Virginia and Ohio), all other states have reciprocity agreements with Ohio’s public institutions.
In Virginia, students from Kentucky and twelve other states can attend any public institution in the state without paying out-of-state tuition rates. These twelve states are Alabama, Delaware, Georgia (excluding Atlanta), Illinois (excluding Chicago), Indiana (excluding South Bend), Maryland (excluding Baltimore City), Mississippi (excluding Jackson), Missouri (excluding St Louis), North Carolina (excluding Raleigh/Durham), Oklahoma (excluding Tulsa/Norman), Tennessee (excluding Knoxville) and West Virginia.
